Make sure the arbor is not scored or pitted where the bearings sit or you will have to replace the arbor also. Once the arbor is out remove the bearing closure nut that is holding the bearing in the arbor bracket. At this point you might need a press to get the arbor out of the bracket. Remove the nut and the pulley from the arbor. To replace the bearings you will need to remove the arbor bracket by removing the arbor bracket shaft item #149 on the diagram from the front trunnion. If the arbor bearings are bad they will have to be replaced.
If the motor bearings are bad take the motor to a local motor service shop in your area and the can replace the bearings for you.
Rotate the arbor, if it spins easily with no resistance and noise the arbor bearings should be okay. Then remove the belt from the arbor pulley and motor pulley. To check this, first unplug the saw from the power source. It's most likely is your arbor bearings or in a few cases it could be the bearings in the motor.
